The suggestion that the British Postal Chess Federation should organize an international tournament was put forward in July 1970 by the Friends of Chess, who offered to sponsor the event with a prize fund of 100 euro. The B.P.C.F. Secretary, Reg Potter, accepted at once, but he died only two months later and the Federation decided to organize the tournament in his memory. The new Secretary, John Ward, negotiated with the International Correspondence Chess Federation for permission and was granted by the I.C.C.F. Congress held at Lugano in September 1971. The B.P.C.F. was authorized to hold an international invitation tournament to be known as the Potter Memorial Tournament commencing in 1973 with up to fifteen players. The prizes were announced as 30, 25, 20, 15, and 10 euro.
